History
“ I'm a Green Beret. I was slitting throats while you were watching cartoons. „ —Saunders to a Unified Citizens mercury
Background
Not much is known about Saunders's past. In Unified Terror, Page mentions that "I saw you kill people. But your family has castrated you," indicating that his family deprived his power. He also has a daughter named Amy.
Saunders used to be in the Special Forces, serving in the same unit as Edward Page, and afterwards established his own private military company, Saunders Global Security (SGS), and built a reputation for selling security services and protection details for multiple clients.
At some point, possibly between 2033 and 2035, Saunders is approached by Page and his newly formed terrorist group, the Unified Citizens, and Saunders agrees to allow them to use the SGS as a cover and provided weapons, mercenaries and equipment for them to use in their terrorist plots. He was possibly a client and member of the Orion Foundation and used their base in Antarctica to further coverup his crimes or for research and development of weapons.
Saunders has decent combat skills. He successfully decks both Joel Blake and James Walker in Terminus.
Modern Combat 4: Zero Hour
Saunders runs SGS and helped Edward Page to abduct the President of the United States of America, Burke. He supported, disguised, and possibly supplied the Unified Citizens with SGS troops and equipment.
Saunders appears in several missions, such as Unified Terror, Critical Path and Terminus.

After they get to the top floor, Page ordered Saunders to provide cover for him while he acquired the encrypted US hover drone codes, but Saunders still questioned Pages thinking, as he thought they were just their to blow up the building. After getting the codes, a guard attempts to get the upper and on Saunders, but he takes him down with ease. Once in the buildings server room, Saunders went to the server mainframe and planted the bomb, while Page activating the server itself. Saunders plugged in a wireless signal detector to the mainframe to prevent any remote units from disarming the bomb, as doing so would destroy the whole building. After Page covered Saunders from a few more guards, Saunders eventually got the bomb activated and raced back to the extraction point where Pages pilot, Bellpoint, was waiting. After getting to the elevator, they are both extracted via transport helicopter just as the bombs detonate.
Manhunt
- > Main article: 06: Manhunt.
After the President was abducted in the previous mission, Knight assumes Saunders to be Page's partner, and that he was located in Barcelona. Phantom Unit gets into Barcelona, and after run-ins with SGS soldiers, Blake reaches Saunders's position in the city hall building. After Blake reaches him,Saunders attempts to reason with Blake, stating, Page would do anything to bring America down, and that he was after every powerful nation to submit them for his "utopia". When Blake attempts to engage Saunders, he punches him and Saunders knocks Blake unconscious, but a persistent Blake chases Saunders through the streets of Barcelona. After attempting to slow Blake down a a nearby construction site and stating he didn't know where Page was, Saunders was grabbed by Blake and ordered by Knight to get any information out of Saunders. Saunders revealed the the capture of President Burke wasn't the important mission to Page, and that he was in the process of putting together a bigger plan of attack. When Blake grabbed Saunders tighter, believing he wasn't cooperating, Saunders pulled out an encrypted hard drive from his vest pocket, and told Blake the contents: access codes for the entire American drone network. Saunders then warned that Page would've be able to use the drones against American troops, civilians and even nuclear facilities. He demanded Blake to take the drive, stating "I'm on your side". However once the hard drive was in Blake's hands, Saunders decked him before attempting to flee, before being tripped by Blake. Saunders kicked him in the face and continued running with Blake still in pursuit.
Critical Path
As Blake chases Saunders, the Wyvern Drone team is deployed by Knight to assist him. Saunders calls in multiple soldiers, A.P.C's Helicopters and tanks, but they are quickly dispatched by Carter and the drone pilot.
Terminus
Once in the train station, Saunders sends in more of his men to engage Phantom Unit attempting to slow them down. Once they reach his position and finally catch up to him, Saunders ambushes Blake using a KR-200 rifle and managed to throw Blake over the railing of a balcony with Blake holding the railing. Walker then attempt to engage Saunders in hand to hand combat but saunders headbutting and kicking him in the head, while trying to explain that it was Page's game, he was holding all the cards, and that Page didn't just kill to wage a war, but rather waged war so he could kill. Walker then attempted to negotiate Saunders surrender, offering to protect him from Page, but he knew both Page and the Unified Citizens would've captured and turtured him to keep their secrets safe. Before, he could reveal anymore information, Saunders was grabbed by Blake and thrown off of the balcony and was assumed to be dead.
Ending
In the epilogue of the Final mission of the campaign, Saunders is revealed to have faked his death and used Page all along as a scapegoat. It is also revealed that he provided false flag intelligence to Phantom Unit, set them up and forced them to kill Page. He reveals that Pages attention on his men kept them from Saunders threat and that he has already put in motion the first part of a terrorist attack of his own, claiming that "soon they will know the true meaning of terror".
